FUNCTIONS - MISSIONS

Functions and missions of the Vietnam Intellectual Property Research Institute  (VIPRI) are specified in the Charter of Organization and Operation that has been assigned according to Decision No. 1879 / QD-BKHCN on July 3rd, 2018 by the Minister of Science and Technology. Whereby:

         (i) VIPRI is a public science and technology unit that belongs to the Ministry of Science and Technology, that is responsible for assisting the Minister with performing scientific research, training, evaluating, consulting, and pricing in the field of intellectual property.

         (ii) The VIPRI has the following duties and powers:

         - Regarding scientific research on intellectual property and intellectual property rights: establish and submit to the Minister for approval of intellectual property research plans on intellectual property and intellectual property rights (including issues of governing, pricing, development, commercialization of intellectual property and intellectual property rights; management policies, development of intellectual properties, patent innovation; issues of intellectual property protection, predicting trends, appropriate protection policies; experience in international intellectual property protection and development....);

         - Regarding training and coaching on intellectual property: Organize seminars, conventions on intellectual property and intellectual property rights; organize programs, compile lectures and documents for training and coaching activities; establish training courses for employees on intellectual property following the regulations on training; compile, translate, publish manuals, references, introduce research results on intellectual property; and disseminating laws on intellectual property ...;

         - Regarding consulting on intellectual property: provide legal assistance, skills, professional experience on intellectual property for individuals, organizations, and businesses; provide intellectual property information and advice on resolving conflicts, disputes, and complaints on intellectual property; critique programs, policies, legal documents and administrative regulations on intellectual property.

         - Regarding the assessment of intellectual property: develop tools (information, searching, programs) for intellectual property assessment; receive, and perform intellectual property assessment.

         - Regarding the pricing evaluation for intellectual property: build methodology, processes, information, and technology database for the valuation of intellectual property; consult on the valuation of intellectual property; receive and perform intellectual property evaluation.

         - Cooperate internationally on research, training, consulting, and assessing intellectual property.

- Receive and utilize funding resources and financial aids for the Institute.

- Manage official employees, finances, assets, and documents that belong to the Institute as assigned by the Ministry and the law.

         - Perform other duties assigned by the Minister./.
